Mirroring and rotating are not the same
Mirroring reverses the picture, so text in it reads backwards and a face looks like its reflection. Rotating turns the whole picture without reversing anything. If your photo is sideways rather than back to front, rotate it instead.
The orientation a camera records as a tag is applied first, so the result looks the same everywhere rather than only in apps that read the tag.
